Residency Obligations, Physical Presence & Exemptions

The CES program technically requires 12 to 36 months of residence before a citizenship application is submitted. However, "residence" under Maltese law does not require full-time physical presence; proof of economic and social integration (such as property leasing, bank accounts, club memberships, or charitable involvement) may suffice.

Applicants must hold a valid residence permit and are expected to visit Malta at least twice during the residency period. While no formal minimum day-count is stipulated, authorities assess the genuineness of residency based on documented ties.

For MPRP holders, there are no physical presence requirements to maintain residency status. However, applicants must maintain their qualifying property and medical insurance.

Exemptions from physical presence are discretionary and must be substantiated through legal petitions. Success rates are higher when supported by evidence of unavoidable business obligations or health-related justifications.
