Path to Permanent Residency and/or Citizenship
The CES program offers a structured path to naturalization via investment, with two timelines:
- Standard: €600,000 donation after 36 months of residency
- Fast-track: €750,000 donation after 12 months
Only after fulfilling the residency term and meeting all investment and integration requirements can an application for citizenship be submitted.
Applicants must pass a four-tier due diligence process, including police clearance, source of funds audits, and interviews. Dual citizenship is permitted under Maltese law.
Permanent residency via the MPRP is granted from the outset and is renewable indefinitely. However, it does not lead to citizenship unless the holder later meets standard naturalization criteria (i.e., 5+ years of actual residence).
Applicants considering future naturalization must plan early for civic integration, including Maltese language acquisition and establishing strong ties to local institutions.
