01
Who runs it?
The Ministry of Justice handles the real estate residence approval, through its Office of Non-Qatari Property Ownership (Sharek). The Real Estate Regulatory Authority publishes the ownership tiers (Aqarat).
02
How the investment works
The Real Estate Regulatory Authority sets two classes:
- Second class: a property bought for at least QAR 730,000, which it gives as about US$200,000. This brings residency tied to the property.
- First class: a property bought for at least QAR 3,650,000, given as about US$1 million. This brings permanent residency benefits, which the Authority says cover health, education and investment.
The thresholds look at the purchase price. Non-Qataris can own units in residential complexes across the country, and shops and offices in malls and residential complexes. A one-stop window handles the procedures.
The Authority's page doesn't say how long each permit lasts or how renewal works. Check both before you buy.
03
How do you apply?
The Ministry of Justice service is digital and free. You need:
- a Qatari ID card or passport;
- a copy of the original title deed;
- a certificate of good conduct, if you don't already live in Qatar.
The government catalogue gives an estimated delivery time of about two days.
04
Which family members are included?
The pages we cite don't say. Confirm with the Ministry of Justice before you buy.
05
What should families from Asia and the Gulf check?
Tax. We make no tax claim on this page.
In our view, the QAR 730,000 tier is one of the lowest property entry points in the Gulf. The QAR 3,650,000 tier makes most sense for families who want access to health and education services.
