Announced, not openAnnounced, not open: the Government announced the program in the 9 February 2026 Budget Address, but no law, regulations or filing channel exists (as at 9 October 2026).
01
What has the government announced?
In the 2026 Budget Address, the Prime Minister and Minister of Finance announced the Government's "firm intention to launch a Citizenship by Investment Programme by the middle of 2026." He said it would "adhere to the mandated investment floor", without giving an amount. It would also have a residency requirement, continuous due diligence "throughout the life of citizenship" and multi-layered background screening.
All proceeds are to go to "a legislatively established and ring-fenced vehicle", the St. Vincent and the Grenadines Investment Fund. The Address also said: "We will not compete on volume."
02
What does not exist yet?
No Act or regulations on citizenship by investment appear in the 2026 Gazettes published up to 6 October 2026. No Bill appears on the House of Assembly order papers published for 2026, the latest dated 27 August. The Investment Fund has not been set up by law, and no unit, investment amount, fee schedule or form has been published.
The Prime Minister's Office still says: "Citizenship by Investment Coming Soon." The 2026 Estimates carry "Citizenship by Investment Fees" at a token EC$10 a year for 2026 to 2028.
No one can file an application yet. No government office or licensed agent takes applications, deposits or fees for the program, because the law that would set them up does not exist.
03
Is it part of the regional framework?
As at 9 October 2026, it is not. The ECCB and OECS name five states in the 2025 agreement creating a regional regulator, ECCIRA. They are Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis and Saint Lucia. Those five adopted a USD 200,000 minimum investment for their own programs and agreed common rules on interviews. St Vincent and the Grenadines is not among them and has not said what its "mandated investment floor" will be.
04
What does the passport offer today?
St Vincent and the Grenadines nationals need no visa for UK visits but must get an electronic travel authorisation (GOV.UK). They travel visa-free in the Schengen area (Regulation 2018/1806, Annex II). The country is not on the US visa bond list or in Proclamation 10998 on entry restrictions.
Since 30 December 2025, Regulation (EU) 2025/2441 makes an investor citizenship scheme a ground for suspending a country's visa-free status.
