01
Who runs the program?
The Citizenship Unit (CIU) is a statutory corporation under the Citizenship Unit Act, 2024. It promotes the program and manages applications (CIU). Only authorized agents on the government's list may submit an application (CIU).
02
Who can apply?
The main applicant must be at least 18 and pass due diligence. The CIU refuses anyone who has been denied citizenship of any country, has a criminal record, is under criminal investigation, was declared bankrupt in the last ten years, or was refused a visa by a country Kittitians can visit visa-free and has not since obtained one. It does not accept applications from citizens of Afghanistan, Belarus, Iran, Iraq, North Korea or Russia (CIU).
You may include your spouse, children under 18, children aged 18 to 30 in full-time study whom you fully support, adult children with a disability, and parents of either spouse aged 55 or over who live with you and whom you fully support.

How the investment works
Sustainable Island State Contribution (SISC). A payment to the state, used for five development priorities such as food production and green energy. The minimum is US$250,000 for the main applicant alone or a family of up to four. Each further dependent costs US$25,000 if under 18, or US$50,000 if 18 or over (CIU).
Public Benefit Option. You pay at least US$250,000 to the CIU for a unit in an approved public benefit project, such as an industry or a real estate development on state land. Post-approval fees apply for each family member (CIU).
Private real estate. You buy property the government has designated:
- at least US$325,000 for a condominium unit or a share in an approved development; or
- at least US$600,000 for a single-family home.
If you sell within seven years, the property cannot qualify another applicant unless the Cabinet accepts that substantial further investment has gone into it. After approval in principle you pay fees of US$25,000 for the main applicant, US$15,000 for a spouse, US$10,000 for each dependent under 18 and US$15,000 for each dependent 18 or over (CIU).
Due diligence. On every route, due diligence costs US$10,000 for the main applicant and US$7,500 for each dependent aged 16 or over.
All three routes sit above the US$200,000 regional floor that St Kitts and Nevis and its neighbors agreed in March 2024. That agreement also bars selling below the stated price: the minimum is the sum the state actually receives, not a gross figure before commissions (SKNIS).
In our view, the SISC is the simplest route for a family of four. Real estate costs more and ties up money for seven years, so it makes sense mainly if you want the property itself.
04
What happens after you apply?
Your agent files the forms and documents. The CIU runs due diligence and interviews you. The interview is run by an independent firm or by CIU officials, either by video, in St Kitts and Nevis, or at another place the Board approves. Dependents aged 16 or over may also be interviewed if the CIU thinks it necessary (CIU). On the Public Benefit Option, the CIU says dependents over 16 are interviewed too (CIU).
Within 120 to 180 days of acknowledging your file, the CIU tells you whether it is approved in principle, denied, or delayed for cause and still in process. A delay is not a decision. Once approved in principle, you make the investment and receive a certificate of naturalization, then apply for a passport (CIU).
05
Do you have to live there?
Not today. The CIU states there are no mandatory travel or residency requirements (CIU).
That may change under the regional regulator. St Kitts and Nevis passed the ECCIRA Agreement Act, 2025, published on 23 October 2025. It comes into force on a date the Minister sets by order in the Gazette. The regional agreement it implements includes residency and genuine-link requirements. ECCIRA says it will start operations in late 2026 but gives no date (ECCIRA).
